New Oregon casino aims to help homeless

In the U.S. coastal state of Oregon, two entrepreneurs are planning a casino that will provide the state with more revenue and funding for the community's homeless.

Late last week, entrepreneurs Matt Rossman and Bruce Studer submitted an application for approval of a ballot initiative aimed at convincing Oregon voters to approve their casino project. It would be the first casino not operated by Indian tribes.

The U.S. state of Oregon has casinos, but they are operated by Indian tribes and therefore do not generate taxes [page in English]. Initiatives to have a commercial casino licensed in Oregon have failed several times. The ballot initiative seeks to repeal the regulation prohibiting the establishment of commercial casinos.

The casino that Rossmann and Studer now want to have approved is to be built in the town of Wood Village, a suburb of Portland.

The entrepreneurs, who jointly operate R&S Strategy Group LLC, want their casino to generate up to $100 million in revenue annually to benefit schools and social services. Wood Village Mayor Scott Harden spoke in favor of the ballot initiative on local television. He said he supports the casino project, which could help reduce homelessness and provide resources to the community.

Harden said "We look forward to working with Matt and Bruce to get approval for a taxpayer-funded casino that will strengthen our communities by providing much-needed regular funds for homelessness solutions. The primary beneficiary of these dollars will be our assistance to the homeless. I think this will make a lot of people think. It could be the turning point for a lot of voters."

Whether Oregon could have a non-Indian-owned casino in the future after the initial effort in 1972 now depends on the success of the entrepreneurial initiative.
